This ambitious plan will support the region’s economy, sustain the environment, transform communities, and connect residents to jobs and services.

The Plan will improve the way we move through our daily lives.

The Plan was developed over an 18-month period and finalized per legislative requirements by October 1, 2020 and implementation is now underway. Due to the impacts of COVID-19 on transit ridership, operations, and finances, the Implementation Team is maintaining a nimble approach to both the timeline and manner in which strategies and initiatives advance.

With three overarching goals supported by six objectives, the Plan looks at how to connect people where they need to go by improving existing transit services, identifying areas that can be better served by transit, and considering where new services could be appropriate.

The Plan presents a broad array of initiatives to help us move forward in a way that serves everyone – from specific, targeted local actions to long-term and large-scale projects that will meet the changing needs of the region. These initiatives work together to achieve the Plan’s objectives.

Updating the RTP

MTA is currently updating the Regional Transit Plan, as required every five years by Maryland law.

What’s in the Update?

Strategies Progress

Report on progress towards achieving strategies identified in the 2020 RTP, including reassessment where needed.

Transit Market and Demand Analysis

Update of the RTP’s transit market and demand analysis to reflect changes over the last five years and new projections for the next twenty years.

Corridor Prioritization and Phasing

Prioritization and phasing plan for the RTP corridors based on review of all analysis and project development conducted along corridors identified in the 2020 RTP and the updated market and demand analysis

Mode Feasibility Analysis

Assessment of what modes and service types may be feasible along each corridor, considering local needs, regional importance, potential funding, and project delivery capacity.

Schedule

Winter 2024-25

  • Document progress on RTP strategies and corridors

Spring 2025

  • Confirm and prioritize RTP corridors
  • Assess modal feasibility of RTP corridors

Summer 2025

  • Develop service improvement phasing
  • Identify updates to RTP strategies
  • Draft RTP update document

Fall 2025

  • Finalize plan document
  • Present finalized plan to BRTC for adoption
  • Publish adopted plan
